September 2023 marks a turning point in the implementation of the Sustainable Development Goals (SDGs). It is in this context that the European Commission has published the first EU Voluntary Review (EU VR) on the implementation of the SDGs. This report, issued on 15 May, was presented at the High Level Political Forum on Sustainable Development (HLPF) in July. Apart from the European Commission, other institutions such as the European Parliament, the European Economic and Social Committee and especially the Committee of the Regions, have also played an active role in monitoring the progress of the SDGs and highlighting the importance of a multilevel governance system in their implementation.

According to the UN, local and regional governments will carry out 65% of the implementation of the SDGs. Coordination between different levels of government will therefore be a key factor in defining and implementing SDG strategies. The Government of Catalonia has showed a strong commitment to the 2030 Agenda since its approval. This has been reflected in successive Government plans and actions, such as the plan for the implementation of the 2030 Agenda, approved in September 2019. Likewise, in September 2023 Catalonia will publish its first VLR report, compiling the perspective of local authorities and civil society actors under the framework of the Catalonia 2030 Alliance.

The main objective of this event, which will take place during the European Sustainable Development Week, is to offer a dialogue platform to reflect on the challenges and opportunities for achieving the 2030 Agenda and the role that multilevel actors can play, in the light of the lessons learned at the SDG Summit on 18 and 19 September.

El setembre de 2023 marca l’equador en la implementació dels Objectius de Desenvolupament Sostenible (ODS) de l’Agenda 2030. És en aquest context que la Comissió Europea ha elaborat l’informe voluntari de revisió (VR) de la implementació dels ODS a la UE. Aquest informe, publicat el passat 15 de maig, va ser presentat al juliol en el si del Fòrum Polític d’Alt Nivell sobre Desenvolupament Sostenible (HLPF), organitzat sota l’empara del Consell Econòmic i Social de les Nacions Unides a Nova York. A nivell europeu, altres institucions com el Parament Europeu, el Comitè Econòmic i Social i en especial el Comitè de les Regions, també han tingut un rol actiu alhora de monitoritzar el progrés dels ODS i posar en valor la importància d’un sistema de governança multinivell en la seva implementació.

Segons l'ONU, el 65% de la implementació dels ODS anirà a càrrec dels governs locals i regionals. Per tant, la coordinació entre els diferents nivells de govern serà un factor clau a l'hora de definir i implementar les estratègies dels ODS. La Generalitat de Catalunya ha mostrat un fort compromís amb l’Agenda 2030 des de la seva aprovació, compromís que s’ha vist reflectit en els successius plans de Govern de legislatura i en l’acció departamental, així com en l’aprovació, el setembre de 2019, d’un pla per a la implementació de l’Agenda 2030. Així mateix, el setembre de 2023 disposarà del seu primer informe de seguiment, on també incorporarà la visió del món local i de la societat civil agrupada a l’entorn del l’Aliança Catalunya 2030. El Govern de Catalunya, a més, participa activament en iniciatives i xarxes a nivell europeu.

L’objectiu principal d’aquest acte, que tindrà lloc en el marc de la European Sustainable Development Week, és oferir un espai de reflexió sobre els reptes i oportunitats per a l’assoliment de l’Agenda 2030 i el paper que hi poden jugar els actors multinivell, a la llum de les lliçons apreses a la Cimera dels ODS del 18 i 19 de setembre.
