Previously, all reports had to be submitted in paper form, with the SCCB receiving 6 types of reports. Now that the process is digital, businesses, government entities, and other parties that have duties under the Energy Efficiency Law have a working environment that contains all these reports.

The principal users of the system are:

• Large companies and large power consumers that use ERIS to report on conducting energy audits and on implementing certified energy management and environmental management systems, as well as to submit annual reports on the measures taken to improve energy efficiency;

• State city and municipality governments, government bodies, and derived public entities that report on the implementation/certification of energy management systems and the measures taken to improve energy efficiency;

• Central Statistical Bureau and system operators that provide data on large enterprises and large power consumers;

• Official bodies responsible for allocating the funding for measures to improve energy efficiency.

The system simplifies the submission of reports not only by companies and government bodies, but also by the experts of the SCCB itself, helping to increase the effectiveness of the supervision they conduct. The system automatically generates a number of detailed summary spreadsheets, with a feature of automatic notifications on compliance with requirements sent to companies.

The system is linked to a number of databases of other institutions, including the Register of Enterprises and the State Treasury, thus reducing the administrative burden.

SCCB’s experts are prepared to share their experience in how the system was designed and to explain and demonstrate how the system works in detail.

In addition to energy efficiency monitoring, ERIS also enables the supervision of the national security reserve of oil products, the transport energy market, and, in the future, will include a register of energy communities.

Izveidojot Energoresursu informācijas sistēmu (ERIS), divu gadu laikā Būvniecības valsts kontroles birojs (BVKB) pilnībā digitalizējis energoefektivitātes monitoringa sistēmu. Līdz šim visas atskaites tika iesniegtas papīra formā, kopumā BVKB saņēma 6 pārskatu veidus. Savukārt tagad, kad process ir digitalizēts, komersantiem, valsts pārvaldei un citiem Energoefektivitātes likuma pienākumu izpildītājiem ir izstrādāta darba vide, kur glabājās visi pārskati.

Galvenie sistēmas lietotāji ir:

• Lielie uzņēmumi un lielie elektroenerģijas patērētāji, kuri ERIS paziņo par uzņēmuma energoaudita veikšanu, sertificētās energopārvaldības vai vides pārvaldības sistēmas ieviešanu, kā arī katru gadu ziņo par ieviestajiem energoefektivitātes uzlabošanas pasākumiem;

• Valsts pilsētas, novada pašvaldības, valsts iestādes un publiskās atvasinātās personas, kuras ziņo par energopārvaldības sistēmas ieviešanu/sertificēšanu un par ieviestajiem energoefektivitātes uzlabošanas pasākumiem;

• Centrālā statistikas pārvalde un sistēmas operatori, kuri sniedz datus par lielajiem uzņēmumiem un lielajiem elektroenerģijas patērētājiem;

• Iestādes, kas ir atbildīgas par finansējuma piešķiršanu energoefektivitātes uzlabošanas pasākumu realizēšanai.

Izveidotā sistēma atvieglo ne tikai pārskatu iesniegšanu komersantiem un valsts pārvaldei, bet arī BVKB ekspertiem, ļaujot efektīvāk īstenot uzraudzības kontroli. Sistēma automātiski veido vairākas detalizētas kopsavilkuma tabulas, ir iestrādāta automātiskā paziņojumu izsūtīšana komersantiem par pienākumu izpildi.

Sistēma ir savienota ar vairākām citu institūciju datubāzēm, piemēram, uzņēmumu reģistru, Valsts kasi, tādā veidā samazinot administratīvo slogu.
