Dealing with the plastics in the circular economy. Putting the European Strategy on Plastics into practice

Presentation and further debate on the first European Strategy on Plastics adopted by the European Commission in January 2018.

Every year, more than 25 million tonnes of plastic waste is generated every year in Europe, of which less than 30% is collected to be recycled. The rest is incinerated or goes to the dump and, too often, ends at sea. In addition, it is estimated that the economy loses 95% of the value of plastic containers, between 70,000 and 105,000 million euros, because they are only used once.

In order to avoid these environmental and economic damages, the European Strategy on the management of plastics wants to transform the way in which the plastic is designed, manufactured and recycled in the EU and, in this way, to advance the transition towards circular economy, driven by the European Commission in 2015 with the Action Plan Closing the loop.

The objective of the new strategy is that the design and production of plastics and their products allow reuse, repair and recycling, while developing and promoting the use of more sustainable materials. The question is how to carry it out and what measures should accompany this strategy to achieve its goals, both in the European framework and, more specifically, in Catalonia.

To find answers, the act will be attended by Mrs. Joana Drake, general director attached to the General Directorate of the Environment of the European Commission, who will present the new European Strategy on plastics, and a subsequent debate open to the public with four experts: Susana Gionfra, an analyst at the Institute for European Environmental Policy, Josep Francesc Font, president of the Chemical Business Association of Tarragona,  Joan Marc Simon, executive director of Zero Waste Europe and Josep Maria Tost, director of the Waste Agency of Catalonia.




A Europa es generen cada any més de 25 milions de tones de residus de plàstic, dels quals menys d’un 30% es recull per a ser reciclat. La resta és incinerat o va a l’abocador i, massa sovint, acaba al mar. A més, es calcula que l’economia perd el 95% del valor dels envasos de plàstic, entre 70.000 i 105.000 milions d’euros, pel fet de ser utilitzats tan sols una vegada.

Per tal d’evitar aquests perjudicis ambientals i econòmics, l’Estratègia europea en matèria de gestió de plàstics vol transformar la manera com és concebut, fabricat i reciclat el plàstic a la UE i, d’aquesta manera, avançar en la transició cap a una economia circular, impulsada per la Comissió Europea l’any 2015 amb el Pla d’acció Closing the loop.

L’objectiu de la nova estratègia és que el disseny i la producció dels plàstics i els seus productes permetin la reutilització, la reparació i el reciclatge, a la vegada que es desenvolupa i es promou l’ús de materials més sostenibles. La qüestió és com portar-ho a terme i quines mesures haurien d’acompanyar aquesta estratègia per assolir els seus propòsits, tant en el marc europeu com, més concretament, a Catalunya.

Per buscar respostes, l’acte comptarà amb la presència de la Sra. Joana Drake, directora general adjunta a la Direcció General de Medi Ambient de la Comissió Europea, que presentarà la nova Estratègia europea sobre plàstics, i un debat posterior obert al públic amb quatre experts: Sra. Susana Gionfra, analista de l'Institute for European Environmental Policy, Sr. Josep Francesc Font, president de l’Associació Empresarial Química de Tarragona, Sr. Joan Marc Simon, director executiu de Zero Waste Europe i Sr. Josep Maria Tost, director de l’Agència de Residus de Catalunya.
